Executive Woman of the Year
Tampa-based Network of Executive Women
today announced the recipient of its 2007 Executive Woman of the Year
Award at a luncheon attended by about 200 people at the Centre Club.
Chosen by a panel of independent judges was Pat Frank.
Former State Senator Pat Frank (below right) is Hillsborough County’s Clerk of the
Circuit Court. She is responsible for protecting the County’s financial
integrity, manages an investment portfolio averaging $1.6 billion, is the
receiver for $1.9 billion, administers an $83.8 million budget and
oversees 900 employees. She is the official auditor of county departments
and agencies and record keeper for the BOCC. Along with payroll
responsibility for 7,072 employees, her office staffs courtrooms for 62
judges, files court proceedings and handles traffic citations, marriage
licenses and other court-related documents. |

Pat’s public service career began in 1972 with her election to the School
Board. She served in the Florida House of Representatives, as a State
Senator and as a County Commissioner. .
Pat sponsored legislation to advance women including the ERA, Florida
Commission on the Status of Women, funding of health examinations for rape
victims, exclusion into evidence of rape victims’ sexual histories and a
mandate that the state provide kindergarten.
The recipient of 50 humanitarian, leadership and service awards too
numerous to name, she was the first woman elected “Most Effective
First-Term Member” by the Florida House and first woman nominated “Most
Respected Senator.”
Pat was the first woman to be admitted to Georgetown University School of
Law, and was among the first class of women admitted to UF, where she
received a B.S./B.A. degree in finance and taxation. She was recently
certified as a mediator.
She is married to retired Judge Richard H. Frank. They have three
daughters and two grandchildren.
Other finalists for the award were: Edna Broyles, Vice President of
Investments for UBS Financial Services, Inc.; Chloe J. Coney, an aide to
and the District Director for U.S. Representative Kathy Castor’s Tampa
office; and Kim Marie Vaz, Ph.D., LMHC, Associate Professor and Chair of
USF’s Department of Women’s Studies
Keynote speaker for the event was author and consultant, Mary Hessler Key.
One of the Bay area’s most prestigious honors, the Executive Woman of the
Year Award was established by the Network of Executive Women in 1984 to
highlight and recognize the efforts of all Bay area business and
professional women who have achieved power and influence while also
displaying a commitment to the advancement of women and the community at
large.
The 2006 award recipient was Louise M. Thompson, Executive Director of
Tampa Bay Community Network. In 2005, the recipient was Aj Jemison, then
General Manager of International Plaza. In 2004, Dr. Pallavi Patel, a
pediatrician and the president/CEO of Bay Area Primary Care, Inc.,
received the award. Among others, past recipients have included Mabel
Bexley, Gay Culverhouse, Arthenia Joyner, Paddy Moses, Sister Mary Celeste
Sullivan, Stella Ferguson Thayer and Laura Waller.
Founded in Tampa in 1980, the Network of Executive Women is dedicated to
increasing the visibility, influence, financial well-being, community
involvement and interaction of business and professional women in the Bay
area. Membership is diverse, representing a wide range of professionals
and entrepreneurs, educational levels and positions.
The 2007 Award sponsors included: St. Petersburg Times, RS&H and Tampa Bay
Community Network.

and is a frequent guest on national and local television and radio
shows.
Dr. Key received her Ph.D. from the University of Virginia and her BS
from the University of Massachusetts. She has taught at the University
of Virginia’s Darden School of Business, the University of Tampa’s
Graduate School of Business and other educational institutions such as
Harvard’s School of Public Health. She was selected to join Leadership
Florida, sits on the steering committee for the CEO Council of Tampa
Bay. She belongs to the National Speakers Association, Searchnet, OD
Network, American Society for Training & Development, Florida Council
of International Development and the World Future Society. The Tampa
Bay Business Journal recently selected Mary as one of the Business
Women of the Year finalists.
